Abstract:

Several versions of the concept of Russian punctuation as a system are considered. It is argued that the concept of the systemic nature of punctuation lacks an idea of the systemic nature of the use of punctuation marks. Using two examples from the discussions around the permissible punctuation of sentences from the text of the 2017 Total Dictation, it is shown that the practice of choosing the desired / permissible sign in a number of cases is difficult due to the lack of clear algorithms for the selection procedure. By analyzing separate fragments of the current set of rules and reference books, it is shown that the possibility of algorithmization is destroyed by the application of a registering approach to the description of the norm, which fixes not only the norm itself, but also deviations from it in printing practice. A connection is established between the manifestations of this approach and the low level of punctuation literacy in society. Attention is drawn to the insufficiently high quality of individual handbooks. It is proposed to introduce the heading "Recommended by the Commission for the Orthography of the Russian Academy of Sciences" for reference books on spelling and punctuation. The conclusions are substantiated that the presentation of the rules in the new edition of the codex should be multi-level and assume the algorithmization of the application of the rule, including cases of competition of acceptable punctuation options; that the registering approach should be excluded
